India Announces New National Education Policy Implementation Phase Focusing on Digital Literacy and Rural Access

NEW DELHI, August 17, 2025 — The Indian Ministry of Education announced the launch of a comprehensive new phase of the National Education Policy (NEP 2020) implementation, with a specific focus on enhancing digital literacy programs and improving educational access in rural regions across the country.

Education Minister Dr. Rajesh Kumar unveiled the initiative during a press conference in New Delhi, outlining plans to establish 25,000 new digital learning centers in villages across 28 states and 8 union territories by March 2026.

“This phase represents our commitment to ensuring that quality education reaches every corner of India,” stated Dr. Kumar. “We are bridging the digital divide by providing students in remote areas with the same technological tools and learning opportunities available in urban centers.”

The program includes several key components: deployment of satellite-based internet connectivity to remote schools, training of 150,000 teachers in digital pedagogy methods, and distribution of tablets to students in grades 6-12 in underserved regions.

The initiative will receive a budget allocation of ₹45,000 crores ($5.4 billion USD) over the next three years, making it one of India’s largest education infrastructure investments. The program aims to benefit approximately 12 million students in rural and semi-urban areas.

State governments will partner with technology companies and non-profit organizations to ensure sustainable implementation, with regular monitoring and evaluation mechanisms to track progress and outcomes.

The announcement comes as India continues to position itself as a global leader in educational innovation and digital transformation in the education sector.
